President Trump’s AI Action Plan: $500 Billion Stargate Initiative

On July 23, 2025, President Trump unveiled the "Winning the AI Race: America’s AI Action Plan," outlining over 90 federal policies to establish the United States as the dominant global force in artificial intelligence.

Central to the plan is the $500 billion Stargate Project, a collaboration with OpenAI, Oracle, and SoftBank aimed at constructing world-class AI data centers, with an initial $100 billion investment and the creation of over 100,000 jobs. These centers will provide the computational power essential for training advanced AI models.

The plan’s foundation rests on three pillars: innovation acceleration, AI infrastructure development, and international AI diplomacy. To expedite implementation, the administration has issued executive orders removing regulatory and permitting barriers, allowing for rapid construction and technological scaling. This deregulatory environment contrasts sharply with China’s bureaucratic processes and Europe’s heavy regulation, giving the U.S. a distinct competitive edge.

Beyond infrastructure, the U.S. aims to solidify global AI standards through targeted export strategies. The Departments of Commerce and State will distribute AI packages—including hardware and models—to allied nations, reinforcing America’s geopolitical influence. Simultaneously, new mandates ensure that federal AI systems remain free from ideological bias, positioning the U.S. as a defender of objective, transparent AI.

A key enabler in this vision is energy synergy. By tapping into domestic gas, coal, and nuclear power—bolstered by initiatives like Westinghouse’s nuclear expansion—the plan ensures sustainable energy supply for data centers, a challenge for other global players.
