India’s gaming industry has raised strong concerns over the Promotion and Regulation of Online Gaming Bill, 2025, which imposes a blanket ban on real-money games, including skill-based formats such as fantasy sports and rummy. Industry bodies warn the move could trigger the loss of over 200,000 jobs and force the shutdown of more than 400 companies.
In a joint representation to Home Minister Amit Shah, the All India Gaming Federation (AIGF), E-Gaming Federation (EGF), and Federation of Indian Fantasy Sports (FIFS) urged immediate intervention. They highlighted that the sector, valued at ₹2 lakh crore, generates ₹31,000 crore in annual revenue and contributes nearly ₹20,000 crore in taxes to the exchequer.
Stakeholders argue that the ban risks pushing users towards illegal offshore betting platforms and matka networks, which lack consumer safeguards and undermine India’s digital sovereignty.
Analysts estimate the sector was on track to reach a valuation of $3.6–$9 billion by 2029, positioning it as a major contributor to India’s digital economy.
Instead of prohibition, industry leaders have called for progressive regulation through licensing frameworks, spending caps, and strong consumer protections.
With the Bill already passed by Parliament and awaiting notification, stakeholders are appealing for a government rethink to protect jobs, investments, and India’s emerging digital gaming ecosystem.
